Smile 1989 Volvo 240 DL - Vaccum Line / Climate Control Problem

Hi guys I have an issue with my volvo. It's a 1989 Volvo 240 DL Auto Canadian Spec with no air conditioning and the climate control buttons does not have any effect...Air always comes out from the dash and underneath the dash on the driver side and glovebox on the passenger side, which means theres virtually no air going up to clear fog for windshield. However the temp control switch and the blower works. There is no problem with idle or engine whatsoever (Car buried in snow at -30'c for 3 weeks and it started like nothing happened)

I looked around and suspected vaccum line can be the cause, but I was also told that if vaccum line or the tank itself has a leak the car would run very ****ty, and I don't think my car runs ****ty at all.....

I did one stupid fix tho....I stuffed two towels to seal the two air outlets underneath the dash on the driver side and glovebox on the passenger side and shut all vents and the air was forced to go up and it's working partially now (I have a small clear view on the very left side of windsheild)

This is the very first car I own in my life and I am just eager to fix it! Any help is greatly appreciated.

All the vent flaps are controlled by vacum. Basically, there should be a single vacum line coming off the intake manifold that runs to the passenger side and through the firewall somewhere near where the glove compartment is. On the inside of the car it runs to a reservoir in the center console. This reservoir looks like three plastic ***** glued together. From the reservoir, there is a line that runs to the control that has the 3 buttons and from there there are separate vacum lines that run to the individual flapper actuators.

You need to trace the circuit down to see where you are losing vacum. I would start at the engine. Right off the intake manifold there is a black & white check valve. Make sure that you can blow through it in only one direction. From there trace it down.
